You can edit bots only from the Telegram account that owns them. For more information, see the article Changing the owner of a Telegram bot.
If you do not have access to the owner account, you will have to create a new bot and reconnect it to BotHelp. However, there is no way to transfer people.
Editing
To edit a bot in Telegram, you have to text the @BotFather bot .
To edit the bot, use the /mybots command
Select the bot to edit, if there are several of them.
Click Edit Bot.
Then click one of the buttons, depending on what you need to change.
Edit Name — change the name of the bot.
Edit Description — change the message that people see before the bot is launched.
Edit About — change the description of the bot.
Edit Botpic — change the avatar of the bot.
Edit Commands — not used in BotHelp.
Direct commands
You can also use direct commands instead of buttons for editing.
/setdescription — change the description of the bot
/setabouttext — change the information about the bot
/setuserpic — change the profile photo of the bot
/setcommands — change the list of commands
/deletebot — delete the bot
After making changes, it is necessary to reconnect the channel in the profile.
